Dear delegate or alternate:
	This notice is the official call for the Minneapolis City Convention.  The agenda includes endorsing of three candidates for School Board, electing party officers, amending the city party’s constitution, and considering resolutions.
	You are receiving this notice because you were elected as a delegate or alternate at your precinct caucus on February 5, 2008.  (If you have since moved out of that precinct to another precinct in Minneapolis, then you can still participate, as the last alternate in your new precinct.)

Nominations Screening
For those interested in serving as party officers in Minneapolis, please plan to screen with the Nomination Committee on one of the following times. No appointment is necessary—just come by when you can during these screening times.
       Tuesday, May 13th from 6:30-8:30pm at Nokomis Park Center, Multi-Purpose Room, 2401 E Minnehaha Pkwy
       Thursday, May 15th from 6:30-8:30pm at Farview Park Center Craft Room, 621 29th Ave N (Lyndale x 29th)

* From #10 route on Central Ave, exit at 22nd Ave and walk 3 blocks west. 
* From #17 route on Washington Ave, exit at 22nd Ave and walk 3 blocks east.
* From #32 route on Lowry Ave, exit at Monroe St and walk 3 blocks south.

New Delegate Intro Training
New or first-time Delegates are invited to an informal introductory/training session to explain what will happen at the Convention and how things work, and answer any questions you have.  This will be held an hour before the Convention opens, from 9-10am at Edison High School.

2008 Minneapolis City Convention Delegate Numbers

At the DFL Precinct Caucuses on Feb 5th, 2008, delegates will be elected to represent their precinct at the City DFL Endorsing Convention.

Here are the number of delegates allocated to each precinct (plus an equal number of alternates). The number is set in proportion to the average DFL vote from that precinct in recent elections.

Minneapolis DFL Executive Committee Meeting Minutes 1-23-2008

Called to Order 7:20 pm

Treasurer’ s Report from Tim:  Approximately $9000 in the bank.  2006 convention cost under $2000 and who should raise enough at the 2008 convention to cover the costs.

Discussion of having a Central Committee meeting to elect a new Associate Chair and Secretary to finish this cycle and to get approval of Convention Committee Conveners.  Decision was to hold meeting on March 12, 2008 ar 7:00pm at a location to be determined by Chair Wallace who will inform Tim.  Tim will write the meeting notice and send it out with the proposed agenda of electing an A-Chair, Sec and approving the committee conveners, with an option of having committee meetings directly after the meeting.

2008 Convention Discussion:

A motion was made by Andy Hauer, 2nd by Mary Whitney to hold the 2008 Nominating Convention at Edison High School on Saturday May 17, 2008.  Passed

A second motion was made to to approve up to $300 dollars to rent a sound system from EMI in NE for the convention to be reserved by Liz Wielinski .  Passed

The total number of delegates and alternates possible is 1244.

Tim has already reserved the auditorium, 4-6 classrooms, the cafeteria and the front entry.

The CALL for the convention:
 Discussion of the MN DFL VAN.  Data Entry needs to be done after the orange sheets arrive at Tim’s from the SD’s after precinct caucuses. Tim will set this up, Nick volunteers to assist and others.

Call will probably go out the week of April 17th.  Tim moves the option to include candidate information for a cost of the mailing is planned as well as volunteers to do assembly / postage and addressing. 2nd by Mary Whitney passes.


 Candidates getting VAN data:

Tim will call and discuss this with David Weinlick about what are options are selling/ restricting data to DFL endorsement seeking candidates etc.

Nick will do the CALL for the convention using previous samples and hopefully the new secretary will assist.

Other business:

Andy Hauer makes a motion to authorize the treasurer to put some money into short term CD’s to earn more interest 2nd by mary Whitney.

Discussion
Scott: Possibly a money market account would provide better returns
Gary: asks if the treasurer shouldn’t already have that authority?

Andy amends the motion to :
Authorize the treasurer to make an investment of excess cash into a vehicle to earn interest, that must be FDIC insured, and that this be an ongoing authority of the treasurer.

Passes.

2008 Minneapolis City DFL Endorsing Convention

Committee Information

Pre-convention committee meetings will be at Edison High School on Wed May 7th, 7:00pm.
Edison is at 700 22nd AV NE, and is just 3 blocks west of Central AV ( the #10 bus runs on Central).

The Call stipulates that the Convention will consider Resolutions.
Officially, the resolutions must have been passed by a Precinct Caucus somewhere in Minneapolis, or else they have to be presented to the Convention with signatures from 5% of the Delegates. But the Convention usually isn't very strict about that -- generally they will consider any resolutions that are presented. Presenting them to the Committee beforehand probably helps. There are likely to be at least two resolutions presented about the two Referendas on the November Ballot -- one about extra property taxes to keep class sizes small, and one about the Legislature bill to change the Board to 6 District seats and 3 at-large. People are likely to present Resolutions asking the DFL to endorse or oppose these.

City Delegate Lists from 2006 are available from the Minneapolis DFL Party, for a fee to cover the expenses of maintaining these lists. Fees are: 15� per name for anyone, 10� per name for declared Minneapolis School Board candidates, and free for endorsed candidates.Lists available are:
2006 Delegates & Alternates: 1578 names, 97% with phone, 66% with emails.
2006 Delegates only: 1080 names, 97% with phone, 68% with emails.
2006 City Convention Attendees: 690 names, 100% with phone, 70% with emails.

City Delegates are chosen at Precinct Caucuses.
These are separate from the Senate District and Hennepin County delegates. They endorse candidates for the Minneapolis School Board. There is one City delegate for every 4 Senate District deletates.
